WHAT IS THE HAWAII METH PROJECT?
The Hawaii Meth Project is a large-scale prevention program aimed at reducing Meth use through public service messaging, public policy, and community outreach. Central to the program is a research-based marketing campaign that graphically communicates the risks of Meth use. The Meth Project has been repeatedly cited as a powerful private-sector response to a devastating social problem and was recognized by the White House as one of the nation's most effective prevention programs.
The Meth Project was conceived and founded by businessman Thomas M. Siebel. First launched in Montana as the Montana Meth Project, the program is focused solely on prevention. Since its inception in 2005, the Meth Project has achieved substantial results. Meth use among teens in Montana has declined by 63%5, Meth-related crime has dropped 62%6, and workers testing positive for Meth have declined by 72%7, the largest drop in the country. The Meth Project has since expanded its programs into Arizona, Colorado, Idaho, Illinois, and Wyoming. Additional states are expected to launch in the coming year.
APPROACH
The Meth Project's core message, Not Even Once, speaks directly to the highly addictive nature of Meth. Every day, people are faced with the decision to try Meth. Many perceive benefits in using the drug, but little-to-no risk. This is the root of the problem. The goal of the Hawaii Meth Project is to arm teens and young adults across the state with the facts about methamphetamine so that they can make well-informed decisions when presented with the opportunity to try it.
RESEARCH-BASED MESSAGING CAMPAIGN
The Hawaii Meth Project conducts extensive statewide surveys and focus group research to more thoroughly understand attitudes and behaviors related to methamphetamine in Hawaii. This research provides the foundation for Hawaii Meth Project's messaging and communication programs.
The Hawaii Meth Project's research-based, high impact advertising graphically portrays the ravages of Meth use. The saturation-level campaign reaches 70-90% of teens statewide, 3-5 times a week with prevention messaging spanning TV, radio, billboards, newspapers, and the Internet.
The program, which has gained nationwide attention for its uncompromising approach and demonstrated impact, has won 45 awards, including 11 Gold ADDY Awards, 19 Silver ADDY Awards, 2 Gold Effie Awards, and the Cannes Lions Award at the Cannes International Advertising Festival.
PUBLIC POLICY AND COMMUNITY ACTION
The Hawaii Meth Project activities increase awareness of the critical nature of the Meth problem, influencing and escalating public dialogue to find solutions. Coordinating closely with local, state, and federal agencies, the Hawaii Meth Project organizes a broad range of community outreach programs that mobilize communities across Hawaii to assist in Meth awareness and prevention activities.

Big Brothers Big Sisters of Honolulu (BBBSH) offers one-to-one mentoring programs to “at-risk” children and youth with enrollment priority for those who reside in single-parent. Research shows that the qualities of being “at risk”, economic marginalization, social isolation, and/or academic disengagement, are often linked to drug experimentation and abuse.
BBBSH employs a holistic approach to youth care, based on a proven mentoring model established over 100 years ago with the advent of the national Big Brothers Big Sisters of America (BBBSA) organization. National data published by BBBSA (Harris Interactive, June 16, 2009), surveying Big Brothers Big Sisters organizations nationwide, demonstrates that adults who were enrolled in Big Brothers Big Sisters’ programs as “at-risk” youth, were more successful than peers of a similar background that were not enrolled in the program. Adults who had a Big Brother or Big Sister were:
75% more likely than non-alumni to have received a four-year college degree
39% more likely than non-alumni to have current household incomes of $75,000 or higher
more likely than non-alumni to be engaged in their community over the past 12 months, particularly when it comes to volunteering (52% vs 35%, respectively)
By providing children and youth with individualized attention that leads to increased self-esteem, application, and integrity, we can deter youth from susceptibility to delinquent behavior patterns such as combativeness, drug use, and truancy, thereby avoiding a life cycle of addiction and impoverishment.
Celebrating nearly 50 years of service to Hawaii’s families and youth, BBBSH continues to uphold prevention at the forefront of our moral imperative as a community, working together with area partners to guide our children on a healthy, happy, and successful life path.

In October of 2009, a statewide social norms marketing campaign to change perceptions of the prevalence of underage drinking amongst youth in the state of Hawaii and encourage parents to be the stronger influence, was launched.
Project Manager Pedro Haro assembled a talented team to take on the task of launching a statewide social marketing campaign aimed at preventing underage drinking. To help set the tone and design of the campaign's multi-media components, Anthology Marketing Group was hired. As the largest marketing company in Hawaii, they have worked effectively to conduct a youth telephone survey and several focus groups, and design the campaign's websites and related media within a few short months. A parent component, The Stronger Influence, has also been developed and launched simultaneously with the youth campaign.
A youth TV spot was shot on location at McKinley High School with the help of several community partners. 'Oiwi Ocean Gear, a local clothing company, created limited edition T-shirts that will be available to youth only through visiting the campaign website www.morethanyouthink.org.
Talking to teens about alcohol is never an easy task, but our new campaign asks Hawaii's parents to do just that. The Stronger Influence (SI) aims to provide resources for Hawaii's adults to engage in conversation with teens about underage drinking.
Like its youth counterpart, More Than You Think (MTYT), the centerpiece of the SI campaign is a new website - www.StrongerInfluence.com - which serves as a resource for adults, whether they are parents, teachers, counselors, underage drinking prevention advocates or members of community organizations. The new commercial for the website encourages parents to talk to their teens about alcohol use in honest, clear, and direct conversations.
Through the website, adults can interact and learn from each other as well as access the tools they need to help combat underage drinking in their homes, schools and communities. In addition to providing conversation starters for adults, the website provides background information and social norms statistics about how Hawaii's youth feel about underage drinking as well as what their attitudes are towards their parents and other adult influences
The More Than You Think campaign is funded through a project of the National Guard Hawaii Counterdrug Support Office (NGHI-CSO). The Counterdrug Support Office is housed at Dept. of Defense, Hawaii National Guard. The Counterdrug Support Office coordinates Hawaii Partnership to Prevent Underage Drinking (HPPUD) organization which sponsored a statewide community mini-grant through the Photovoice Project. The Photovoice Project added to the development of this campaign.

Mission
The Clear the Smoke campaign is funded by the Hawaii Tobacco Prevention and Control Trust Fund. The goal of the campaign is to fight back against the tobacco industry with an aggressive and effective public education and counter-marketing campaign.
The trust fund’s dollars represent a portion of Hawaii’s Master Settlement Agreement (MSA) payments, which are the result of a joint lawsuit against the four biggest U.S. tobacco companies to recover health care costs for the treatment of tobacco-related illnesses paid for by taxpayers. The Hawaii Tobacco Prevention and Control Trust Fund and its Advisory Board were created by Hawaii’s landmark legislation (Act 304, SLH 1999) devoting a significant portion of Hawaii’s tobacco settlement money to public health efforts.
Why Does Hawaii Need Tobacco Awareness?
• Tobacco-related illness is the number-one cause of preventable disease, premature death and disability in Hawaii.
• Despite Hawaii having one of the lowest rates of tobacco use in the nation (15.4 % of adults in Hawaii smoke), more than 1,000 • Hawaii residents die from tobacco-related diseases every year.1
• The economic costs of tobacco use in Hawaii are high, costing residents a staggering $336 million annually – a result of expensive Medicaid and other health expenditures spent to treat residents suffering from smoking-related illnesses such as asthma.2
• The tobacco industry spends more than $42 million a year marketing their deadly products in Hawaii.3
